Born in Yokohama, Kanagawa Prefecture.
After graduating from Kanagawa Prefectural Kibougaoka High School, he graduated from Okayama University School of Dentistry in 1993.
He joined the Department of Conservative Dentistry II (Periodontal Therapy) at Tokyo Medical and Dental University School of Dentistry.

In 2006, he opened the Yoshino Dental Clinic Periodontal Disease Implant Center.
In 2008, he established the Seikeikai Medical Corporation.
In 2008, he received the Japan Society of Laser Dentistry's Outstanding Research Presentation Award.
In 2010, he received the Osseointegration studyclub of Japan's Best Presentation Award.
In 2013, he received the 2nd award at the 11th International symposium of periodontics and restorative dentistry poster session.
In 2014, he established an internal medicine department and changed the name of the clinic to "Seikekai Clinic Internal Medicine and Dentistry." He also became the chairman of the Medical Corporation Jujikai Matsumi Hospital (now Yasaka Memorial Hospital), a psychiatric hospital with 250 beds.
In April 2017, he was appointed chairman of Ichinomiya Onsen Hospital, a medical corporation, Toukakai. In June of the same year, he was appointed director of Seikeikai Clinic Ginza, a medical corporation, Seikeikai.
In December 2021, he was appointed co-chair of the House of Councillors Party and head of the second branch of the House of Councillors Party's national proportional representation district. He ran for the 26th regular election for the House of Councillors held on July 10, 2022, but lost. After the election, he resigned as co-chair of the House of Councillors Party and became an external advisor to the party.
In November 2022, he was appointed director of Ginza Eldia Clinic, a medical corporation, Ikueikai.
In April 2023, he ran for the Osaka Prefectural Governor election, but lost. In October of the same year, he resigned as an external advisor to the party and then left the party.
On October 17, 2024, he founded the political group "Nihon Seishinkai" and became its leader. He is working tirelessly to build a Japan that will prosper forever, facing the people and the nation with "sincerity, truth, and respect."

He provides comprehensive treatment for the whole body and oral cavity, as well as Eastern and Western medicine, and his mission is to cure patients who are difficult to treat with modern Western medicine. He juggles politics and medicine while challenging himself in daily clinical work.

His book "Dialogue between a Doctor and a Pastor" ranked 5th overall on Amazon and 1st in the philosophy category.
